Donald Flores

Donald Flores is President and CEO of Ultix Technologies.

After graduating from Louisiana State University with a B.S. in Computer Science in 1984, Mr. Flores began his career as a software developer for the Regional Transit Authority in New Orleans, he then accepted a position as software developer, business analyst and systems administrator with the Fifth Circuit Court of Appeals. His work having attracted offers of several independent software development and maintenance projects in the Greater New Orleans area, Mr. Flores founded Ultix Software, Inc. in 1989. As an experienced business and systems analyst with a diverse set of skills, including project management, leadership, technical expertise, conflict management, and customer relationship, Mr. Flores is responsible for initiating, analyzing, planning, executing, and completing many Ultix projects.

Mr. Flores expanded his technical expertise by achieving SCO Unix Advanced Certified Engineer (ACE) status, and became so proficient that he was engaged by Tulane University to teach SCO Unix as well as SQL courses. In 1992, several Louisiana Department of Insurance (LDI) staff members attended Mr. Flores’ SCO courses, which led LDI management to contract with Ultix to develop and maintain software for the majority of the Department’s systems and databases. Ultix was the primary on-site LDI software development and maintenance contractor from 1992 to 2008.

In addition to his widely-recognized work with the LDI, Mr. Flores and Ultix have designed, developed, implemented, maintained, and upgraded application systems for a variety of other clients. Among these are the Louisiana High School Athletic Association, New Era Communications, eXuberance LLC, The Financial Group, the Jefferson Parish Council, Interstate Companies of Louisiana and numerous others. Projects have included designing and developing airport security software; designing, developing and maintaining financial systems; designing, developing and maintaining regulatory systems; and designing and developing an exceptionally innovative political campaign management system.

Michael Melancon

Michael Melancon is the Chief Technology Officer of Ultix Technologies and inventor of the Ultix Core Enterprise Application Platform.

With over 10 years of object oriented design and implementation experience, 6 years of which in the lead architect role, and a B.S. in Computer Science from LSU, Mr. Melancon brings a wealth of knowledge and expertise to any project with which he is associated. Michael is not only responsible for the overall system design from the application software to the database structure, he is also responsible for ensuring that every member of the team has a clear understanding of the direction of the design to ensure a cohesive vision of the end result. Mr. Melancon is also an accomplished business analyst and works closely with clients to ensure that both his and the clients vision for the future coalesce.

Mr. Melancon’s successes span the gamut of architectural situations, from the architecting of new systems to the re-architecting of existing systems. He has particular experience in large scale enterprise solutions utilizing custom designed application frameworks that support windows and web based client applications, batch processing, security management and user customizability. Some of the organizations using his work include ExxonMobile, ChevronTexaco and El Paso Energy.

Mr. Melancon stays on the cutting edge of technology. His current focus is on .NET development in C#, he has been using Visual Studio 2005 since it was in early beta stages in late 2004, and has been using .NET since its public inception in 2002. He works with many of the advanced technologies in the framework including .NET Remoting, Reflection, Generics and ASMX Web Services in addition to the mainstay technologies including Windows Forms, ASP.NET and ADO.NET. He also keeps up with other languages and technologies outside of the .net world like Java, XML, XHTML and CSS. Mr. Melancon is also an accomplished database designer and has experience with Microsoft SQL Server as well as Oracle and Informix.

Jeremy Rabalais

Jeremy Rabalais is the Chief Operations Officer of Ultix Technologies.

Mr. Rabalais has been in the solution development industry for over 9 years, most of which were filling the role as Lead Developer. With experience ranging from multi-national corporations to several departments of Louisiana State Government, Mr. Rabalais has extraordinary capabilities in enterprise system design, development, expansion, upgrade, and maintenance. An LSU graduate with a degree in Computer Science and a concentration in Information Systems and Decision Sciences, he has demonstrated his abilities to harness advanced technologies to meet a wide variety of user needs.

Among his many responsibilities on a wide range of projects, Mr. Rabalais has developed advanced yet accessible user interfaces; created various tracking and reporting systems; devised new modules and integrated them with existing systems; managed data migration; developed portal web sites; and engineered system enhancements to increase speed, accuracy, versatility, capacity, and overall effectiveness. He has assisted several clients by dramatically enhancing their customer interfaces, resulting in substantially increased user-friendliness and overall customer satisfaction.

Serving in a variety of capacities, Mr. Rabalais has been involved in projects for several State of Louisiana agencies, including the Department of Insurance, Department of Education, the University of New Orleans, the Department of Health and Hospitals, and the State Employee Retirement System. In the private sector, he has worked with companies in fields ranging from investments to retail, insurance to real estate. Some of Mr. Rabalais’ private sector clients include Community Coffee, USAgencies, Enron, Latter & Blum and CJ Brown Realtors, Piccadilly, and many others.

Mr. Rabalais has a keen grasp of complex systems and exceptional knowledge of a multiplicity of software and languages. He expands the ability of the Ultix team to craft comprehensive and innovative solutions to even the most complex technological and system challenges.
